The website for St Albans council is http://www.stalbans.gov.uk, while the page for councillors' addresses is http://www.stalbans.gov.uk/local-democracy/councillors.htm. Now, the site is often not available for no apparent reason, unless it operates only during certain hours, which is odd for a public service website. The plans for Hallam's application (5/2005/1727) is: http://www.stalbans.gov.uk/living/planning/planning-detail.php?reference=5%2F2005%2F1727&Submit=Search. But be warned, there are over 70 pages, each in a different file - just to make it harder? The District Plan for St Albans - adopted back in 1994 - can be found
on http://www.stalbans.gov.uk/living/planning/district-plan/contentsfr.html
.The planning guide is on http://www.stalbans.gov.uk/living/planning/guide.htm
. The St Albans Local Development Scheme 2005 - 2008 is on http://www.stalbans.gov.uk/living/planning/approved_lds-april_2005.pdf
. The South East Regional plan link is http://www.southeast-ra.gov.uk/southeastplan/plan/view_plan.html. The consultation period for the plan is now over and the future timetable is given on http://www.southeast-ra.gov.uk/southeastplan/plan/timetable.html, including the 'Examination in Public' which has been put back from September to November 2005 due to the pressure of public criticism. These are open meetings at which aspects of the plan are presented to an independent panel. They will be held in Ely (!) in 2005 and in Letchworth from January 2006. The St Albans section of the Hertfordshire Local Transport Plan may be found on http://enquire.hertscc.gov.uk/ltp/full/district/stalbans.htm. It confirms the intention to seek Park and Ride locations, as minutes of meetings with KHL developers mention in relation to the St Stephens link road, but is not specific as to where these should be. The 2005 updates of the dreaded PPG3 (Planning Policy Guidance 3) may be found on the website of the Office of the Deputy Prime Minister: http://www.odpm.gov.uk/stellent/groups/odpm_planning/documents/divisionhomepage/036667.hcsp. These policy documents are claimed to promote sustainability (a word now totally devoid of meaning!) and environmental values in the guidance for planning authorities. Navigate the site to find other aspects of the government's policy on housing and planning. A sidelight on the traffic management proposals is that permanently blocking a road is a complicated procedure and may be objected to: see http://64.233.161.104/search?q=cache:4Qi6t2EPH_IJ:www.go-nw.gov.uk/transport/248paper.pdf+%22stopping+up+order%22+road&hl=en.
